Navi Mumbai is different because most of its land belongs to CIDCO. A society here answers to CIDCO as lessor, to the Navi Mumbai Municipal Corporation for property tax and fire safety, and, for CIDCO-area societies, to a Deputy Registrar attached to CIDCO. Redevelopment of old CIDCO buildings has its own regulation in the UDCPR. Each point below links the official source.
CIDCO land is leasehold
CIDCO disposes of plots and built property in Navi Mumbai on lease, under the Navi Mumbai Disposal of Lands Regulations 1975 (amended in 2008). Since 1987 CIDCO has sold its own housing through co-operative housing societies under the MCS Act. CIDCO's Town Services department looks after leased plots and buildings and recovers transfer charges and additional premium; the Assistant Estate Officer of each node handles transfers of flats and CIDCO no-objection certificates. A society's register of members therefore has to match CIDCO's own record of who holds each flat.

CIDCO services when a flat is sold, inherited or mortgaged
Under the Right to Services Act CIDCO has notified time limits for the estate services a seller, heir or buyer needs: a certificate registering a transfer of property on the basis of a document (15 days), registration of a transfer by succession (15 days), proof of no arrears, and a mortgage no-objection certificate (7 days). CIDCO's online services also cover recording a nominee and a no-objection certificate for forming a society. The same list names a Deputy Registrar (Co-operative Societies), CIDCO, who registers housing societies under section 154B(2) of the MCS Act within two months, with appeal to the Joint Registrar, CIDCO.

Redevelopment of old CIDCO buildings (UDCPR 10.10.2)
UDCPR regulation 10.10.2 deals with reconstruction and redevelopment of buildings in CIDCO and NMMC areas. It covers buildings declared dilapidated by the NMMC Commissioner and CIDCO-built buildings more than 30 years old, whatever their condition. Each existing residential tenement is entitled to its carpet area plus 35%, with a minimum of 300 sq ft, and larger plots get a further increase. Where the society or its developer has CIDCO's no-objection certificate with the consent of 70% of the members and has provided alternative accommodation, all occupiers must take part in the scheme.

NMMC property tax, fire safety and the district registrars
Property tax in the corporation area is levied by the Navi Mumbai Municipal Corporation, which lets owners look up and pay it online. The January and July fire safety certificate (Form B) under the Maharashtra Fire Prevention and Life Safety Measures Act goes to the Chief Fire Officer of the planning authority. Slum areas come under the MMR Slum Rehabilitation Authority. CIDCO's Navi Mumbai nodes lie partly in Thane district and partly in Raigad district, and the official list shows separate District Deputy Registrars for Thane and Raigad in the Konkan division; which one supervises a society depends on the district its node lies in.
